AND WHEREAS the NNP as a Party and as a government is most appreciative of the tremendous support, which has been received by the social partners;

4. RESOLUTION IN SUPPORT OF GOVERNMENT'S FISCAL PROGRAMME

WHEREAS following the last general elections of 19th February 2013, which the New National Party won by a landslide, the incoming NNP administration was faced with the true reality of the decrepit state of Grenada's economy as created by the previous administration;

AND WHEREAS it became clear that the then Minister for Finance who served between the period 2008 to 2013, displayed very little knowledge about finance and absolutely no knowledge about how to manage the country's economy;

AND WHEREAS it had reached the stage where that administration had to resort to selling certain properties owned, and sometimes not even owned by government in order to meet certain expenditures including the payment of salaries, which were oftentimes late;

AND WHEREAS in order to stabilize the economy the incoming NNP administration, under the dynamic leadership of Prime Minister and Minister for Finance Dr. the Rt. Hon. Keith Mitchell, had to urgently create a three-year Home Grown Structural Adjustment Programme in coordination with the World Bank, the International Monetary Fund, the Caribbean Development Bank, the European Union and other development partners;

AND WHEREAS under this Structural Adjustment Programme the government had to urgently pass certain laws such as the Public Finance Management Act, the Public Debt Management Act and the Fiscal Responsibility Act, and sought and obtained the support of Grenada's Social Partners for the Programme;

AND WHEREAS officials from the World Bank, the International Monetary Fund, the Caribbean Development Bank, the European Union and other development partners have been constantly monitoring the Programme over its three-year lifespan and have consistently been giving Grenada very positive reviews for how it has managed the economy over the years;

AND WHEREAS the urgent fiscal measures, which had been taken by the new NNP administration, were taken just in time to save the country's economy from total collapse;

AND WHEREAS NNP'S fiscal measures have positively turned around Grenada's economy which resulted in Grenada experiencing positive growth over the last few years, resulting in a more stabilized economy as fully acknowledged by the World Bank, the International Monetary Fund, the Caribbean Development Bank, the European Union and other development partners;

AND WHEREAS government has consistently been able to pay salaries on time over the years, has encouraged the creation of more job opportunities and has engaged in more poverty alleviation in recent times as a result of the growth in Grenada's economy;

NOW THEREFORE BE IT RESOLVED that this New National Party Convention being held today Sunday 26th March 2017 at the St. Andrew Anglican Secondary School at Telescope, St. Andrew FULLY ENDORSES the fiscal programme of the New National Party administration;

BE IT FURTHER RESOLVED that this NNP National Convention IMPLORES the government to stay the course by continuing to do what is right in order to avoid going back to the reckless fiscal policies of the last administration.
